As the tipster warns, take this with a grain of salt -if only because the film has been on and off more times than a kettle – but the script for the long-gestating “Batman” solo movie, the one that Ben Affleck has long been attached to, might have been retooled to include the character of The Penguin.
That’s according to Variety’s Justin Kroll who dropped the exclusive on his Twitter (see below).
The original villain in Director Matt Reeves’ “The Batman” was originally said to be Deathstroke, played by Joe Manganiello. If past “Batman” films are anything to go by, there’s always room for more than one bad guy, though.
“Fantastic Beasts” star Dan Fogler has already expressed interest in playing The Penguin, should the news be true, with the actor taking to Instagram to let WB know he’s keen.
Take this with a grain of salt as things are constantly changing in the DCEU but I'm hearing the Penguin is possibly the choice to play the main villain in THE BATMAN. Sources add even if Reeves decide to go another route the studio could then make him the main villain in BOP

Reeves is still working on the script, so that could always change but of the multiple BIRDS OF PREY scripts submitted, one does have the Penguin as the main heavy. Either way, it seems WB wants this character cast in the universe sooner rather then later.
